From August 12 to August 19, you can get all Battlefield 4 DLCs for free from Xbox Live (for Xbox One and Xbox 360) and PlayStation Network (PS3 and PS4).

This includes China Rising, Dragon's Teeth, Final Stand, Naval Strike, and Second Assault.

No mention of whether PC players will also get these for free in the near future.
